Last year it was weak for most of the summer. I put a strong spring nuc on it with a double screen board. Over time the old hive died. Now this year the nuc is in trouble. This hive was bought from the local state inspector. But their is a ton of very old wax black hard wax in most of his hives that I bought. The one thought that I have that it is the comb that is the big problem. The other hive in the same location is a fair hive. But not great. Ideas or should I just combine and give up on it

If you feel that comb could be the issue.. Remove it and replace ... process of elimination of the possible problems.
If you combine and it is the comb you are helping the past repeat itself.
