You can continue to feed small or weak colonies until they are large enough to add supers. You don't want to feed with supers on...unless you want sugar water honey.
Capped sugar water has very white cappings and when you stick your finger in, it comes out clear. I would imagine you have a pretty strong flow happening? How big is the hive, and how full?
I just pulled the feed and added another super. They have tons of pollen, brood, and were starting to make honey bands out of the sugar water. I figured it was time.
