capped queen cells

We checked our hives today to see if they needed more honey supers and found capped swarm swarm cells on the bottoms of frames in three hives.
We use two deeps for brood and mediums above. One of the queen cells had alot of action around it. The workers were either capping it off or removing some of the wax and underneath was a weblike coccoon. There were actually two cells like this with the exposed cocoon. Can anyone shed some light on that for me. Another cell had larva in the bottom and a worker was going in and out. Feeding I suppose. Another was just capped. There are capped drone cells in with them as well. Most of the cell action is going on in the medium supers.(Decided to try removing queen excluders this year} Guess I'll try meduim brood bodies now. Easier on the shoulders I understand.
These hives are not exactly friendly when bothered too long and I have trouble finding the queen with these old eyes of mine. Would like to take advantage of those cells before they emerge.
What type of split would be our best bet. Don't think I have much time.

Cutdown splits,

Typically, once they have capped those queen cells, they are set on swarming. If they have not already. If it were me, I would take the old queen and however many frames of brood, bees and stores is typical in your area, and make my split/splits. I like to move my splits a few miles from the parent hive.

If you leave too many queen cells in the parent hive, they are liable to swarm anyways. I would try making splits with some of the other cells, maybe with brood and bees from other hives if needed. Leaving two or three queen cells in the parent hive.

If you leave the queen in the parent hive, and take the cells for splits, they are liable to swarm anyways. Leaving the parent hive hopelessly queenless.
