No foundation, no comb, no brood, no honey - just a box with frames. Will the queen hold them there long enough for them to start building comb?

Yes, it is done all the time in top-bar hives. Just feed some 1:1 sugar syrup, reduce the entrance opening and they are good to go.

Here is a a photo showing the comb drawn at day seven and day eighteen by the 3 lb package of bees placed in a horizontal top-bar hive.



At day eighteen the colony is beginning to draw comb on the ninth top-bar.
