I'm wondering why my bees have filled over 60% of a medium super with comb, but haven't filled the comb with a drop of anything.
They must either have a reason or be confused, I can't see how they'd do it just because they're bored.
Should I maybe take that empty top box off if it stays that way for a few more weeks, and save it for the spring?
Thanks in advance for any advice.

They had a flow enough to draw it, but not enough now to fill it. You don't say where you are located. In the Northern Hemisphere at this time of year, bees are starting to backfill the brood nest area in preparation for winter, so storage above into supers isn't happening so much. Indeed, they may pull the honey out of supers and pack it around the brood area below from now on as winter gets started.
