I grafted on june 28 3:00 p.m., very small larvae not much larger than the eggs, and two emerged this morning. Is this unusual? What's the earliest you have ever had a queen emerge?

That means they were 4 days old on the 28th (if they were just hatched) and they are 14 days now? I've seen 15 many times in hot weather and occasionally in REALLY hot weather seen 14. In really cool weather I've seen them take 18 on occasion.
