    Well I decided to combine the small cluster with the other hive that looked queenless in a nuc box.

    By looking at your video I see there are not a lot of bees in that box. Myself I would down size to a Nuc or a least one box. Maybe take a frame of brood out of another good hive to give that hive some more bees. Did you say there was a queen in there? If there is maybe that frame of brood will encourage her to start laying a little.
