Swm, they sell moisture barrier bonding primers. Ie: for all those that do not pour concrete correctly. Laying gravel, moisture barrier or heavy plastic, rebar with jacks in between it and plastic, to put rebar in middle of concrete pour. Most are speciality products, but well worth it. Every manufacture of high quality epoxy systems require them as a standard to make the job correct. Hope this helps some out there.
Also, shot blasting isn't required to make epoxy work on concrete, epoxy is a chemical bond product. Look at high quality acid wash/stained floors, ect. You don't make the floor rough to make it look good. You seal, and correctly apply the product. Using the correct products. Look at one of my first post on this below. Look at the high quality mfg. Site I reccomendation. If been doing this over 40 years, never had a failure on a job yet. It's helps to be trained right with all products. No ten dollar an hr. H.d. or Lowes employee that's 20 yr. Old can offer any experience. Their training is in how to sell products, not correct install of them by field training.

If you DIY you can do that for about $1 per square foot. You can spread the work and expense out over a couple of months.
