Default Blending honey with different moisture content

I have some frames where the frame has a majority moisture content 16.5-17% but the ends of the frames have moisture content between 19-20%. If blended and resulting moisture content is still below 18% should this honey be safe to store, consume, or even sell my excess?

Moisture content in a homogenous mixture is the moisture content and "still below 18%" is good to go.
