My experience has been that when you have no brood and a bunch of emergency cells in the summer that mites are a likey culprit. Just treated a hive (not one of mine) that had the same report. Inspection showed a lot of DWV. Hung Apivar and gave em a shot of OAV.
There were other factors as well, like dead larvae being drug out and dwindling hive population.

Thankfully, the bees are smarter than I am. They are doing well, in spite of my efforts to help them.
