    Default Disease or chilled brood??

My father in law just sent me some images of a frame from his hive.
He bought a package from the local bee co-op and put it into a brand new hive so we are not dealing with any old frames.
As you can tell from the image, the wax is new.
He only has one brood box currently as the package only came about 4 weeks ago.
Running 9 frame box and this was on the third frame in this side facing towards the center, wax and honey on the side facing out.
We just had 2 days of apr. 5-8Deg Celsius with rain. And he says he has not found any further into the hive...
My gut is that it might be just chilled but I do not want to make any incorrect assumptions.

    Please help?

Thanks for the second opinion that helps relieve some fears. With everything else he told me this makes sense so we will just keep an eye on the hive and move forward under this assumption.
