Your bees should be okay at the top of the hive with the Imrie shim, they are a lot tougher than one gives them credit for. A shallow might be too much space for them to keep warm. I have heard of people who go out and wrap a blanket several times around the hive on the night of a big freeze, however make sure that the entrance and vents are not covered.
