I have three hives there about 20 feet from where her's where vandalized. I was lucky this time.
My opinions are based on a decade of beekeeping, book learning and watching YouTube videos.
It's summer in the city. The unemployment rate is still extremely high. And there are no jobs for kids. There are likely no activities for kids in that area either.
So, they create their own activities. I know that I did, when I was a kid and lived there. I know that I wouldn't want to live there any more !
Find them and TEACH them beekeeping... then they could learn self-reliance and potentially a skill for their own business.

After reading the article, it does not sound like some kids randomly vandalized it. It sounds more like someone(s) didnt want the bees there and made sure to make it known they were not welcome there.
