    That looks exactly like my extractor, and mine is older than me, and I am 52. It was my dad's. I still use it.

    Just guessing, but I believe all the parts are there from what I see in the picture....

    THAT is so very wrong! That is what he is talking about in the next quote you say you don't understand. Gas taxes -- heck, some states are already considering mileage taxes for using the roads....
