Let bees clean out dead hive?

I lost two hives this winter from a shrew / vole. Regardless, they were healthy. Can I let the other bees in my yard clean them out, which they have already started to do?

I have a lot of extra mulch leftover. Can I put it around my bee hives or will it bother them? Not sure if it is any specific type of wood. But it does smell and likely will for a few weeks.
