    I would make one recommendation, and thats Purple tansy. It is so incredibly cheap per pound and native to Cali....

    Yes, pest resistance in regards to any bug eating the plant, but also any bug eating part of the plant(pollen, nectar)
    The pesticide created by the plant is systemic, made in every cell of the plant.

    Yes I wasn't expecting flowering this year, but you are correct. In my area, the bees are all over it, even in little spots that it does appear in our hay fields....

    You may want to try having more mud around, as some native bees require mud in the direct area of the block.
