The brood nest is always organized top to bottom with honey at the top, pollen covered with honey next, and then empty cells with bee cluster near the bottom. The bees gradually work their way up into the honey as they raise brood in preparation for spring. The brood will extend down into the empty comb when the colony is large enough to need the room. That is usually after some early spring nectar flows. The comb appears to be fresh new comb built last summer.
