Am I wrong to assume that I'll want all the family back home (early morning or late evening) to PS dust, as I quess that the foragers have varroa hitch-hiking on them around town?
I'll be 'fogging' the hive with a powered PS blower I rigged up, so I won't have to break down any part of the hive.

You DO want "all the bees at home". And yes, YOUR bees carry mites away from your hive, AND visitors (can be robbers or just some drifters) BRING mites INTO YOUR hive.
For the record, dont dust 'em if they "aint flyin"

If its cold, and the bees are in winter cluster (and not flying), do NOT dust them.
