Default Brood comb sample to Beltsville question

I am sending a sample of brood comb to Beltsville for testing (Chilled/Chalk Brood or EFB?). As the their website says send a 2"X2" square sample, and my comb is on plastic foundation, do I scrape a square of comb off the plastic foundation, or cut out a square from the frame plastic and all? Thanks.
I don't keep bees, I tend bees. Does this make me a beet?

And the answer is...Must cut section of plastic foundation to to make 2X2 square, or ship entire frame. Emailed USDA Beltsville, and that was the response.
