Default When to add new super? After super is drawn, or super is capped?

2 year BK rookie question. When should one add a new super to hive? Current super has about 75% drawn comb and being filled with honey now. No capped honey yet. Should you add super now or wait until they start capping honey.
    Thanks.

IMHO, I would move the outer 2 or four frames to the middle of the that super. When those are drawn, then add another.

I concur with beekeeper79. Once all the frames on the current super are being 'whited up' and filled with nectar, then add your new super.
