Question Dead adult workers in sealed queen cells ???

I opened up two queen cells that had been past due for some time and found dead adult workers inside... (both in the same hive)

    why?

did the workers get sealed by accident?
were they suppose to be queens but fed bad royal jelly?

Has this happened to anyone? Any ideas?

It is not unusual to find dead workers in queen cells, I don't know why the crawl into the empty cells unless it is to clean the area. Why they are sealed inside is a mystery to me. I always find them inside head first and I wonder if they can't turn around and chew their way out.

I found a few capped queen cells that when opened had nothing inside; polished clean as a whistle! Some Carni breeding in these bees and they seem to build and tear down queen cells sometimes just for fun and not in sync with needing a queen.
