Undeveloped frames in top brood super
NEW beekeeper here with first lone hive. The second brood super was added one month ago. Only three of eight of the frames are being built out. The bottom brood super filled out beautifully in one month's time. The hive is very active.
Am I supposed to be feeding them?
I will not add the Q excluder and other honey supers until I am confident there is enough comb and honey for the hive to get through the winter. Correct?

I'm a new beek as well but I would feed 2:1 sugar water to get them to build and fill 2nd super.
