Default Should I be feeding syrup?

I installed 1 package and 1 nuc into new 10 frame deep hives around May 18th... about two weeks ago when the bottom 7 frames were drawn out I added a second deep - but I just checked yesterday and no frames on either of the second deeps have started to be drawn out - should I start feeding to help them draw out the comb?

If you were going to feed, a better time would have been when the package bees were first installed. Have they made any progress on the frames in the lower box beyond the 7 frames you mentioned from two weeks ago?

I did feed when I installed both the nuc and the package... the nuc was taking the syrup but didn't seem to be drawing any new comb - the package didn't take much of syrup but was drawing comb... I was using a top feeder on both... other odd thing is I installed a package in a TBH and it's my best hive as far as drawing comb out. I know right now there's not much blooming so I'm not sure what I should be doing.

to quote our State Inspector, when in doubt, feed and feed well.
