    Question What would you advise??

Ok, I need some opinions. Things in our area have been blooming for some time and spring is moving along. The bees have NOT yet arrived. They MAY arrive in about 4 days. Question- Is it best to just install the two 3lb packages into two hives, Or this late might it be best to combine both packages with one queen and place all into one hive?

If at all possible, get some drawn out frames for someone reputable. This way the queen can start to lay as soon as she is released.
They will fill them fast so get enough for two boxes for each hive.

If your just trying to build them up before winter i'd feed them for sure they will build up pretty fast on 1:1 suryp. I'd just stick them in a deep with a frame feeder and let them get to work .

You have plenty of time, I hived a swarm in July on foundation last year that built up and overwintered fine without feeding.
