Placement of new foundation

I have about 50/50 drawn foundation and new foundation suppers. I was curious if I need to put my new foundation on my strong or week hives

I would put a box of drawn comb on your strongest hives and then when the bees have it partially filled, I would under super with a box of foundation. Foundation is always drawn best on a strong hive. Keep the frames tight together and leave an equal gap at each side. After they are drawn, space them out.
