I would say it's right on the line. If you just plan on removing just the lid and inner cover real quick you should be ok. If you can wait until it's 50 that would be best.

What is the purpose of the powdered sugar? Mites? Food? For mites it probably won't hurt. For food it probably won't help.

The powdered sugar was for treating the mites, this colony still has a full deep of honey. Two weeks ago this colony had a large cluster of bees 5-6 frames of bees, now it much fewer, 2-3 frames, lots of dead on the bottom board. Thanks for your reply as well.
