None are commercially available, to my knowledge.
I can make you some by cutting the edge off of plastic frames, but it will be obscenely expensive.
Or you can cut some down yourself.

It's hard to believe that no manufacturer makes plastic sc foundation sheets. It seems like there is demand for it. Is there some other reason for it not to be made?

I don't think that there is a very big market for it.
Small cell guys aren't a very big portion of the relatively small (Compared to other markets an plastics maker can enter) plastic foundation market.
And of that small group, I think most of us prefer foundationless.

For example, i use plastic in a hive only until there is enough drawn comb to limit drawing of overly fat comb & wavy comb that can happen if you put a bunch of empty foundationless frames in an empty box.
So I don't need many new ones, as once a new box has several straight combs, there is no need for the plastic ever again in that hive, and they will be reused in another, or stored.
