How do I know when enough drones are flying to pull of splits and grafting? Apart from local lore of course

I suggest waiting until you begin to see drone pupae with purple eyes to ensure mature drones are available to mate with your virgin queens.

Well, so far I am seeing a few capped drone cells. Is there a number or ratio of drones, hatched or not that I see when I know there are enough to statistically ensure successful mating?

If you have enough that you notice drones flying, you're probably good.
