I would not find it at all surprising to learn that brood rearing goes on year round much further north and to a greater extent than is currently understood.

When I had my three frame observation hive I could see everything going on in the hive. Now I have a six frame Ob hive that is two frames wide and so now I have not been able to see the queen or brood for two months now.If I remember correctly the queen will stop laying usually in December and start a small batch of brood about the size of you're fist in early January and when February comes in things will start to slowly pic up.
