If refined sugar was recognized along with tobacco as poisonous to humans it could be a good thing for the honeybee

You lost me on that one.

The Federal and State Governments could tax it with outlandish tax rates like tobacco and we would still have to buy it because we need it?

It would be priced out of the commonsense buyer price range and we would stop buying it to supplement our bees? Thus freeing up the supply for what?

You are making a comment about a co relation between sugar fattening low income people like tobacco poisons the low income/low intellect people?

Thinking that same things good for healthy humans, (less refined sugar, more honey), would be good for honey bees, (more demand for their product/care for their well being)
