What is best month in which to reverse hives?

IMO, the right time for reversing is not a particular month or plant in bloom. It will require one to open their hive and see where the brood/cluster is and where and how much open comb there is. Too many variables to say "what month."

I agree with Barry. Need to wait until you have a 65+ day with no wind to look. Don't want to chill the brood. But a good indicator is that the bees are very active and heavily bringing in pollen.
At that point I try to reverse every couple of weeks while adding a super when needed.

Another vote for Barry's answer. I think the main reason for reversing is to get the brood back into the lower super and give them room above to reduce swarm tendancy.
Just my .02.
It is also good to start checker boarding after a few reversals by adding another box with frames of comb.
