Winter Cluster in the Outer Clover

Checked bees yesterday and one of the hives was clustered in the opening of the inner clover. Temp around 20 degs. Does this mean they are low on stores?

It’s been a while since I open the hives to check.

When is it too cold to open the inner clover? And is it too cold to pull out frames?

I plan on making candy and put it on all the hives tomorrow when it 38 deg.

My VSH Italians have been clustered in the same way (bubbling out of the inner cover) since they went into winter, and they still have alot of good stores.

I had a hive that clustered this way for two winters. Make a shim and give them some sugar up there just in case.
