worse case without a queen excluder they move up into super in late winter and eggs are layed and you have a super with brood. Worse case with a queen excluder they move up into the super and leave the queen below and she dies. I'm sure there are some other possibilities
How heavy is the super?
Worse case is they move up into the super and starve.
Worst case is you find out what happens and then you can report your findings on beesource.

From experience... The queen will probably lay eggs in it. But you won't have to worry as much about them starving.
