I got one like that a couple weeks ago. They filled up the trap and then started to build on the bottom just like that. it was only one hive.

I had one like that in the spring. They did not build inside, all were on the bottom. I could not see comb until I shook the bees into a cardboard box. and they did not have any brood. I put them in a 10 frame with a frame of brood.

One of my traps this spring had a swarm on the bottom. They never moved in like all the rest do. They started drawing wax on the bottom of the box. I didn't give them much chance to build, I boxed them up within a day of them landing.
