I would definitely agree with beemandan. Any shortage of resources will affect the colony. Less food means less brood. Sometimes the food source dwindles and the brood stock is still high which helps deplete colony stores. In a short time you have a colony that looks pretty bare. Once the food resources kick back in, the colony starts to build up once again. I've seen people tempted to feed at this point but it's rarely a good idea (excepting those that feed sugar water in the fall to build up winter stores and there are plenty of folks that would argue that as well). The bee's know when to build up their numbers and I personally don't think that my "help" needed.
