    Default Flow in the desert?

I've read a bit about nectar producing plants here in New Mexico, but if I understand correctly, you only get a really good flow when there is enough moisture.

We've been dry as a bone here for the last few months, but it looks like we're getting the monsoon over the next few days. Can I expect a flow to result from all the rain?

    You can be hopeful.

You will have your best chance for surplus when the desert blooms. Otherwise you are stuck with blooms around town, assuming you are within a couple miles of other dwellings with plantings in their yards.

We are getting our monsoon rains now and things always pick up right afterwards. The desert is a funny place and vegetation/forage can change almost on a line drawn in the sand. I am not familiar with your particular area (been there several times, never paid attention to vegetation though), but most likely after rains you will have something blooming.
