pollen in supers

i am in chemung county NY, 2 weeks ago my supers were close to half capped so i figured i would spin them out today. popped the tops and on three of my hives they are not even 1/4 capped and a ton of pollen in them! what the heck is going on? i run 9 frame mediums and queen excluders never had this happen before.
