    Default Queen not laying

Put my second hive in aroud the first of April, was thinking that it was queenless until today. I did see her this morning, so the hive is not queenless but don't think she is laying, reason is have not seen any lava, the only brood is what I put in from my other hive, which now is capped and they are made a queen cell. My question is, is this queen a young queen that have not start to lay and need more time, are is she just a non producting queen? Also should I destroy the queen cell are let them continue to build it and replace this queen?

    Your old queen was superseded.
Your new queen won't start laying for almost two weeks after emerging from her cell.

Since you don't know when she emerged, assume it was the day you found her and wait two weeks before you decide she's bad.

She'll likely be laying in 12, but seeing eggs is sometimes hard for a newbies and eggs laid day 12 will be there for three days before hatching. Even larvae are hard for some to see for another day or two, so waiting 15-16 days before deciding there is a problem is not unwise.
