how do u fill a frame feeder w/o drowning the bees?

i have some mann lake frame feeders with the plastic ladder . how do u fill it without drowning the bees?

Fill the feeder slowly enough so that the bees have the opportunity to move up the ladder ahead of the rising syrup. There will be some bees that don't make the climb. I don't know of anything you can do for them.
