Default Bee Vibrating on other bees?

Saw something weird going on outside my hive today. A bunch of bees going in and out of the hive and I saw a bee hopping on other bees and kind of vibrating on them. Not sure what it was doing, but it did it to several bees. Any idea what she might be doing?

I've read it happens on swarm clusters before they break cluster, but don't know why in you're situation.

I think I read recently that this is how bees recruit more foragers when they find goodies.

    I've seen it too.

Dorsal-Ventral Abdominal Vibrations dance = A dance used to recruit forages. Also used on queen cells about to emerge and possibly other times.
