Look up the Hopkins method of queen rearing............
Check out the thread "raising queen cells without grafting" by Oldtimer.
Look up Mel dissolkens On the spot queen rearing.
With only 2 hives you would probably be better off using a splitting technique (such as the Mel D. method that Charlie mentions) than actual "queen rearing." You could still go into winter with a lot more hives than you have now.
Just remove the queens into their own nucs, then come back within 10 days and deal all of the frames that then have queen cells on them into their own nucs. Cross your fingers and you could end up with 10 or more queen right colonies in a month. Easy. Good luck.
