drifting vs guard bees

ok here's a newbie question for you all: how can you have drifting if each hive has its own guard bees? i thought the guards will keep out any bees from another hive.

My understanding is that the guard bees don't mind other bees bringing in pollen and nectar, its when bees try to take stores out that the trouble starts.
