New Bees - Cluster on the Ground

I'm new to Beekeeping and installed a new package of bees with a clipped and marked Queen on 4/07 in a Top Bar Hive. I went to inspect on 4/14 and everything looked good. New comb had been built and the Queen had been released. When I walked away I noticed that maybe a couple 100 bees had clustered on the ground around some grass and another 50 or so were in another cluster about a foot away. On 4/15, they were still clustered on the ground. Any ideas what's happening with the bees on the ground.

did you look through the clusters for the queen. queens are clipped so they can't fly.
