    Ok so im interested in queen rearing and im curious
    No. 1 Will the bees build queen cells, if i place starter queen cups in the hive while the colony is queenright?
    No. 2 Will the queen lay in the starter queen cells i put in?

    Number one, they'll probably build comb over them, so no.
    Number two, not at all likely.

    Generally, you need a queenless hive to make queen cells and they won't make cells out of cups or anything else without female larvae in them. I know of no other way to do it.
