Selling honey in Pa

Am putting the cart way ahead of the horse but am curious what hoops a small beekeeper has to go through to sell honey in Pennsylvania?
I've found these links but its still not clear what I need to do.

We attend different craft shows to sell our irownwork and figured they would be great venues to sell our local honey.
I can't imagine having to pay licensing fees for small amounts of product like that.

Is honey considered processed if its extracted, strained and then bottled?
I don't have a "kitchen" set-up to extract in.
Does Pennsylvania require an inspection of my facillities?
