That eggs are being laid and your queen is laying. That they are preparing for winter when fresh pollen is not available.
Is it a bright orange colored pollen? Could be Goldenrod.

To expand on the question: If they are bringing in pollen, does that mean that they also are bringing in nectar?

Not always, but, most likely.
I have bees bringing in loads of Goldenrod pollen. You can see it on their legs and if youi look at the combs in the brood chamber, the cells that don't have brood in them have pollen in them. Above the excluder new honey is being dried down nicely. Nice new wax on the capped cells. Bees w/ heads in cells of honey and all over the place.

That pollen is available and that it's warm enough for the foragers to do their duty.
