I am not sure if it attacks peaches, but I know that Black Knot does attack its cousin the cherry and plum (at least here in Newengland).

Here we call it poop on a stick, a kind of fungus, you can cut of the infected limbs in the winter and burn them. more prevalent in wild cherry (black cherry) it doesn't often attack peaches.

It kind of looks like the picture in Fig 2 of your link. I can take a knife and slit the middle and pull them off. I may try and take a picture if I find anymore pop up it might help for identification.

sounds like scab infestation to me, Are they little small black taterbug looking bumps on the limb....

I don't know about taterbug but they are small and black and when you take them off they feel like a sponge.
