Queen on underside of lid.

Im a first year beek, i recieved a 1 nuc and 1 package a week ago, i checked the hives today, the nuc hive seems to be doing very well, lots of bees, and larve in the cells all of the 2gals of sugar water gone. The package hive seems to be less strong still lots of sugar water, i found the queen on the inside of the top cover with 20 to 40 bees around her, is it a problem that she is not down in the frames? The workers seem to be building out the comb fine.
