I inspected a yard today and found a couple colonies that appear to be queenless. These colonies two weeks ago were vey strong. Is it reasonable to assume that they may have swarmed and a new queen isnt laying yet as there are no eggs or larva?

If they just swarmed, odds are they have a virgin queen who won't be laying for another two weeks. Insurance would be to add a frame of eggs and open brood just in case they are queenless. A bad plan would be to buy a queen and introduce her as odds are she will be killed.
