If I shake a frame of brood, sealed or unsealed, to get bees off, does that harm the brood? I know that it will harm queen brood but what about worker brood?

I have never known it to be a problem. You don'tr have to shake the frame so hard that you shake all of the bees off. Just enuf to make sure you don't have the queen.
